The Québec guide for responsible AI
In June 2026, Québec's Ministry of Labour published a guide for the responsible integration of AI at work. The guide says what to aim for; Aptia gives you the means to measure, train and document your approach, in French and anchored in the Québec context.
Québec published a guide for responsible AI at work.
Aptia helps you put it into practice.
First, what this guide is
A few honest markers about the document's scope, to situate what follows.
- It is a non-binding accompaniment guide, stemming from the opinion of the Advisory Committee on Labour and Manpower (CCTM).
- It is meant as a starting point to adapt to each organization, not a turnkey solution.
- It recalls that AI at work is already subject to existing laws (Law 25, labour laws, Charter of rights and freedoms…). The guide creates no new obligation but sets a benchmark of good practices.
The five principles
The guide's five principles, and Aptia's role
The guide is built around five major principles. For each, here is what it invites you to do and where Aptia contributes concretely, or not.
Respect for rights and freedoms
What the guide invites
Ensure AI neither reproduces nor amplifies bias and discrimination, and that it respects the dignity and rights of people at work.
What Aptia brings
Measures and strengthens understanding of bias, fairness and high-impact decisions, so your teams recognize these risks before they arise.
Privacy and data governance
What the guide invites
Limit collection to necessary data, ensure information security and respect applicable laws, notably Law 25.
What Aptia brings
Measures your teams' mastery of confidentiality rules and Law 25, and embodies it: hosting in Canada, data minimization, only aggregated and anonymized statistics.
Governance, participation and social dialogue
What the guide invites
Put in place clear governance and raise awareness and educate the people concerned about AI issues, one of the five priorities retained by the CCTM.
What Aptia brings
This is exactly Aptia's function: diagnose the level, train through short capsules, and support the drafting of internal usage policies. Awareness becomes measurable.
Human oversight and transparency
What the guide invites
Maintain human control over important decisions, take responsibility for AI's effects and be able to explain how it works.
What Aptia brings
Measures and strengthens understanding of the « human in the loop », of accountability and of cases requiring human validation, then documents it all (attestations, time-stamped record).
Sustainable development and well-being
What the guide invites
Ensure AI does not unduly increase workload or psychosocial risks, and that it supports healthy environments.
What Aptia brings
An indirect but real contribution: reducing anxiety through competence (only 19%* of employees say they are comfortable with AI), with a deliberately short, caring and non-surveilling approach.
An alignment, not a coincidence
The guide warns against using AI as a tool to monitor workers. Aptia deliberately stands on the right side of that line: anonymous questionnaires, a formative approach, no ranking of employees, no nominative data resold. Our human-centered posture isn't only a design choice, it's an explicit alignment with the Québec position.
At a glance
The level of contribution of our platform to each of the five principles
An honest, principle-by-principle look at what Aptia actually contributes, without overstating anything.
| Guide principle | Aptia's contribution | Coverage |
|---|---|---|
| Rights and freedoms | Raises awareness of bias, fairness and high-impact decisions | Partial |
| Privacy and data | Trains on Law 25 and itself applies best practices | Strong |
| Governance, participation, education | Diagnostic, training, help with usage policies | Strong |
| Human oversight and transparency | Trains on the « human in the loop » and documents diligence | Strong |
| Sustainable development and well-being | Reduces anxiety through competence; non-surveilling approach | Indirect |
What Aptia does not do
Clarity about limits is part of compliance. Aptia is a due-diligence tool, among other measures your organization must take.
- Does not « make » you compliant and does not certify compliance.
- Does not audit your AI systems or your algorithms.
- Does not replace social dialogue or consultation.
- Does not constitute legal advice.
- Does not set up your data governance in your place.
- Does not exercise human oversight of your processes in your place.
- Does not take charge of workplace health, safety and well-being, which rely on organizational measures.
